These steps assume you’re using default anti-spam policies. You may want to create custom policies specific to your organization’s needs.

Access Active users in the Microsoft 365 Admin Center.
2. Select the name of the user whose email address you want to forward, then select the Mail tab.
3. Select Manage email forwarding.
4. Select “Manage outbound anti-spam policies.”
5. Adjust Outbound Anti-Spam Policy.

Open the default outbound anti-spam policy.

Edit its protection settings.

Set Automatic forwarding to On – Forwarding is enabled.

Save the changes.
6. Return to Manage email forwarding for the user’s mailbox. Choose the option to
forward all emails sent to this mailbox, and enter the forwarding address.

7. Once forwarding is enabled and the address is entered, save all changes.
Forwarding should now work, and Text App will begin receiving forwarded messages.
